feat(docs): Wait options for matrix driver. 

* Document `CONFIG_ZMK_KSCAN_MATRIX_WAIT_BETWEEN_OUTPUTS` and
  `CONFIG_ZMK_KSCAN_MATRIX_WAIT_BEFORE_INPUTS` options
